Atma has a low drop rate but if it drops then there's a 100% chance you will get it. Not true with mirror. You have a 1/8 chance. Grind for a 2% drop then a 12.5% chance of actually winning it. I don't think so, Square. I don't think so.
    This.

I cleared Leviathan 2-3 days after 2.2 and got my wave staff. I've had no reason to do Leviathan again since because I refuse to farm with those kind of odds. I went for my animus instead.

If SE wants to keep primals relevant they need to have realistic droprates. They think they are prolonging the content with those droprates but they just turn people away instead.

But SE also runs the risk that people will also be turned away if they don't need any more mirrors.

Better than people turning away because they think it's a waste of time.

If you don't do it because you think it's a waste of time, then you're guaranteed not to get a mirror. It's supposed to take a long time because it's an ilv 100 weapon. You can either farm for Animus, or farm for a mirror. SE designed the mirror drop rate in order to keep the highest amount of people doing Leviathan, so "hardcore" players don't spam it, get whatever mirrors they need, and stop doing the fight altogether. It's not supposed to be easy to get, and it takes time. It's also worth mentioning that Levi is not even a hard fight, so it's not like joining a Titan PF and having a low rate of success.

Except from what I've observed in-game is that a lot of more hardcore players have given up up trying to get mirrors because the drop rate is so low. During the first month after leviathan was released, there were lots of farm groups up trying to get mirrors, but even before Leviathan was on DF, farm groups were rare - Lots of people have i95 wave weapons, but it is incredibly uncommon to see anyone with the i100 wave weapons in the cities, so with the rarity of both active groups and people with the weapons, it seems the majority have in fact given up.

Related, how often do you see players going back to older primals to try to farm for mounts? It happens, but the drop rate there isn't nearly high enough to entice most skilled players to go back either.
