My group's black mage, with an average ilvl of mostly equivalent and equally skilled fellow DPS, is ahead or behind my group's DRG and SMN by 1 to 2% depending on procs, and is ahead of the bard (on t8, which is me with the High Allagan bow) by around 7%. The only dps that is an outlier is the MNK, and he is only 8% ahead on average. There have even been pulls where he was outparsing everyone by up to 2%.
I don't know what to tell you. He could be the ~1% that makes a class massively outperform what it's supposed to do, but I don't think so. The skill floor on Black Mage as a class is pretty low (It's very easy to be bad at knowing how to stand still in a fight, and I mean this honestly), but the skill ceiling seems to be extremely competitive with other DPS classes outside of monks on average.
