You have much more pressing matters to tend to if you can't afford a mere $18.00.
Just ask Mom and Dad for a dollar a day, or get a job.. saving up $18.00 is very, very possible.

Some people have a budget.
Some people don't see spending $18 on this as a reasonable fit into their budget.

I think server transfers are a bit over the top, 18$ for just switching over some data. But if someone is on so much of a budget where 18 is a bit much they should probably rethink even playing this game since it has a monthly fee.

Not necessarily. Remember that the consumer ultimately dictates the value of things. You vote with your wallet. When you are on a budget and say, you have $100 dollars free each month after rent, bills, and food; Would you rather spend $18 on a transfer or say screw that and save it all? Or option C, get yourself something nice that costs $85? You do work hard, after all.
If someone ultimately quits the game because they don't want to drop nearly $20 on roughly 15-45 seconds of server load and bandwidth for the script to move your bits over, how much more does SE stand to lose? It's an interesting question I think.

Yes, because being responsible means we don't have a job or live off mommy and daddy. Personally, I've worked and lived on my own since I was 16 years old, I budget my rent, bills, food, and entertainment costs monthly, I can afford this game just fine, and even have money set aside for whenever an expansion comes out, if there's a CE version of it. I could spend 18 dollars to do something like a server transfer, or, I could go to the movies, or out to dinner with friends. It's not about not having money, it's about spending in the best way, I don't know you, so I won't make assumptions about your livelihoods, I suggest you try and do the same for others.
