Rested XP isn't going to make anyone play less just to get a small xp bonus. You would still get more sp from playing than not.
There are two kinds of people who play FFXIV:The people who are logged in 24/7 at the cost of friends, family, and regular exercise are really mad that the people who see the sun at least once a week will get experience a little faster to make up for the 8 hours of sleep and 40 hours of having a job and however many hours of having a social life that they're out of the game.
- Those who play 24/7.
- Those who aren't logged in 24/7.
But don't worry, 24/7 crowd! You'll still get more overall experience! Rested experience might narrow the gap ever-so-slightly, but it'll never let people who do things other than play FFXIV 24/7 catch up to you!

I have to thank Square-Enix for the amazing job they have done recreating Final Fantasy XIV from Scratch. Especially the inclusion of Missing Genders which we petitioned for in good faith. This was proof to us players that the Developers are truly Sympathetic to our requests and that being honest and vocal can pay off with the amazing characters we have who are Female Roegadyn, Male Miqote, and Female Highlanders. Thank You SE, Thank You Community Team, Thank You Yoshi-P.

If you log out at 10k tnl, you log back in at 10k tnl. All rested exp means is that if you log out for like 72 hours, you get an empress band effect (where you gain +10% experience for your first 5k experience or so).

It's not exactly the same. Surplus exp starts off at 100% and wears down to 0%. Rested exp starts off at 100+X% and wears down to 100%. The big difference is it doesn't end at 0%.

While surplus does go to extremes if you do as a player go to extremes. It is the same system. Rested XP is a Negative Status that is given as a way to encourage people to stop playing for a while to spread out their game play over an amount of time. They both do the same thing, Surplus was just Advertised wrong.
It doesn't matter if you get
2 XP Normal + 1 XP Rested.
Or 4 XP Normal - 1 XP Fatigued,
The end result is you still get 3 XP.
