In that case, they can report you to a gm and youll get a nice visit. You joined the party and agreed to their terms, which GMs have already said it's against the rules to break.
Yea, this is usually why people lock gear, it is the last piece of the gear they need for that class.
So encouraging people that already have the locked piece but missing other pieces to join.
However, there are some people that are greedy and not only lock the piece they want but also will roll any other pieces that they can roll on.

And trust me, when it comes to something like this, the GMs on this game are extremely active. I haven't had a player steal loot before, however every single time I've reported a player for harassment(even if he was harassing someone in my party, not me) I've ALWAYS had a GM personally respond to me in /tell.

Uh? Do you have a link to support this? Not saying you're wrong, I just find it ridiculous that you can be be banned for rolling on loot when theres no actual loot lock system in place. If they wanted people to be able to lock loot they'd just implement a loot leader system like WoW. If I put the same amount of time/effort into a run I should be able to roll on the same loot.

Bolded for Emphasis. Basically, if you join a party understanding (And I always do make sure to make the rules clear before hand) and try to break those rules, they're not afraid to confiscate items / ban you. And I'm glad they took this stance - purposely deceiving people makes it so no one will trust anyone.

One of the first things we are looking into doing is adding a system so information is displayed in the chat log regarding who lotted on an item.
We've received a lot of requests to make it possible to pass after you've already lotted on an item, but due to the current system as well as prospects for the future we do not have any plans to implement this at the moment.
Also, while this isn't limited to only the topic at hand, it's extremely difficult to prevent human error by creating perfect rules within the game system as it becomes something that forces players to go through a cumbersome process. (Such as going through multiple confirmation windows.)
Naturally we will continue to make changes to the system for improvements, but ultimately we feel that there are situations where we would like you to decide on the rules amongst yourselves. Before entering a duty, make sure that all party members are informed of the agreement and who is able to lot on which item. All party members should agree to those terms before entering to ensure an agreement is clearly understood.
Breaking these agreements, or behavior that imposes on other players' enjoyment of the game, will not be tolerated. If after an investigation it's confirmed that a player clearly understood the rules when joining a group and still acted in such a manner, proper action will be taken against the player, which may include confiscation of the item or account suspension, so please avoid doing anything like this.

honestly it's easy to work with.
i just won't join a party where anything is locked whether i needed the item or not. to me, the only reason to lot a gear is in a greed party where everyone chooses 2 items and they set a limit of 2 people rolling on the same loot. at least this way everyone gets the same fair shot at a piece of gear as everyone else instead of someone feeling high and mighty and stating they deserve one piece of gear more than anyone else.
the key is if you don't like the rules simply don't join the party and do the run.

Sure. In a group where you weren't asked before hand (and by joining agreed) not to roll on it. If you join say a Brayflox group in Party Finder that specifically states "Battlemages Gloves reserved, do not roll on them" and they drop and you roll on them, you're a d***head. If you want them for yourself, make your own group or join another one.
If you roll on a reserved item, you're wasting the time of the person it is reserved for. They specifically want people that don't want or need that item, so if you don't fall into that category, stay out of their party.
I can't believe it?! There are thousands of RMT /tell that no GM can take response to, how come there will be GM can investigate for a PF looting?
So the GM have to collect all chat logs of all members even before they joined the PF as they might have made some agreements before someone entering the group?? Moreover if the agreement was made by TS real chat etc, how to determine the case?
I really don't understand how to judge it afterward by a 3rd party.
Maybe they should create a court here and judge each case by calling every member to provide information?
Maybe a new case will be handled on year2016 due to large amount of cases. ^^;
Yes they do read every tell and every chatlog between you and said player/s. They also contact you personally in game. I know because I reported a player and now they name on my blacklist is juat (deleted) lolI can't believe it?!
