Thinking about solutions is always good! A few comments regarding this:
1) The downside to this is taking away incentive for someone to change. For example, "well, I could change to tank but since I can't get tank gear at the end, why would I want to?"
2) There has never been this restriction (can only roll on gear that your current job can use) on dungeons generally speaking. There would be a lot of loot dropping to the floor, which--given the qqing re CT lockouts--is never a good. Dungeons would have to pre-load treasure chests with only gear that the party makeup can use. Even if that were possible, just think of all the QQing by DPS who have to compete with another pt member(s). Whereas, the healer(s) and tank(s) do not have the same type of competition.
Having the ability to roll on any loot is a good thing. It makes the tome grind less painful as I know that I can just GC-seal the DL drops that I have no use for.

I'm not really fond of this idea. This would just be something that the person changing jobs has to take into account. Personally speaking, I'd happily give up my ability to "need" on gear just to complete the dungeon. Some people may not want to give up that option, and in those cases, they would then just have to wait for someone to join-in-progress as normal.
