Hate to be the bearer of bad news. But MMO's use RNG for a reason. That reason is rather simple. People will play the game more if there is a random chance of getting something. They'll do the same thing over and over again just for the attempt to get something they want. Not the case when it's not RNG.

So, RNG is there for a real psychological reason.
