Not really. People will play as long as they have something to seek. RNG is just the easiest way to make sure that it will take a long time and fooling people so that they'll hope to be lucky.Hate to be the bearer of bad news. But MMO's use RNG for a reason. That reason is rather simple. People will play the game more if there is a random chance of getting something. They'll do the same thing over and over again just for the attempt to get something they want. Not the case when it's not RNG.
So, RNG is there for a real psychological reason.

Ever heard of Runescape and Minecraft?
RNG exists as a barrier to deny items, gears, weapons, etc and force people to try again. Like gambling but less fun.
I personally wouldn't mind this. I don't have any atma weapon yet but it would give me something else to do vs spamming dungeons for tomes.

As long as i glow like an animus weapon then i'm all for it.
;D
Like who doesn't want to sparkle more when they run?
I am posting to voice my GREAT disapproval with the nature of content that the OP is suggesting.
PS3 limitations
I actually support this idea. There is no way of getting ilvl 105 or 110 from anything but coil. Which I think should be fixed. If this meant another way we could get armor I'd support it. Even though I only have three atma pieces at the moment

I wish the atma farming involved doing at least each of the fates in a zone once and you would have a checklist of the fates you've completed. One the last one you complete, the atma would drop. Ah well, wishful thinking.
It's pretty sad how people immediately dismiss anyone that likes Atmas as a troll.
Oh you like something that I don't? How dare you.
