I think it needs make sense also of your sentences after your quoted question, but I will skip them as long as I am going to answer your question.

The scope of "bonuses" is make the tank or healer job more attractive to players, I think you will understand this.

The problem I'd like to address, is when a tank (or healer) leave the party. Waiting a tank in a progressing duty makes the duty itself doomed, because the healer knows his waiting queue much shorter than waiting there and leaves duty too, ending with two dps in a progress duty.

If duty was brand-new, everyone leave and requeue, but when duty is half way and dooming it at that point, wasn't the ideal situation for requeue.

My ask for that bonus given only when the healer or tank join DF with "in progress" option, is meant to give the people who were left into duty, more chances to fill again party.

Then, healer or tank will get their bonuses in much shorter time, because they enter in a duty whose some progress already done, and they can end duty in lesser time.
