You seem to be in the mind set that releasing content they know already needs fixed should take priority over releasing it in the proper form the first time.

Why can't they just release the "fix" in 2.28 instead of delaying it overall?

Based on that line and your entire argument it doesn't feel like much of an assumption sir. You would rather have them release content they agree needs work than to let them get it out right the first time. You went as far as to make a whole post detailing it as such. It may be an assumption because you didn't explicitly say those words, but I feel confident enough in my reading comprehension skills to see what you're saying. The way I see it this is what you are saying, or you're just annoyed you can't continue to improve you weapon right away and your just whining about it.
