Face it... They had to divert dev resources from the Novus part to make changes to Atma/Animus based on feedback and additional changes to Novus, also based on that feedback.
Saying they should release Novus now and add changes in 2.28 is simply meaningless as it's not ready to be released.

You don't come out and boast "Oh, we don't expect many to have completed their Animus by 2.25, if at all" and then turn around and say on the eve of 2.25, "Not a lot of people have their animus so not releasing next portion."

No changes whatsoever to Atma/Animus in 2.25
You are holding back Novus, in consideration of those who haven't gotten it done, yet make no changes to the current system, hoping that others will catch up.
Have you not read the forums? THEY WON'T DO IT AT ALL UNLESS SOMETHING IS CHANGED! So why hold back the progress of people who HAVE done the Animus for others who aren't even going to do it at all!

Maybe the reason you are so confused is that you are not reading the whole post? It is mentioned that they are aware of the feedback and are going to do something with the difficulty with the quests, they don't have to say everything they are changing straight away. They will probably let us know more with the patch notes.

The point is, how does that affect me? I don't care if they're gonna make changes to the Atma, that doesn't concern me I'm done! Why do I have to wait for people who don't want to do it until it gets changed!
I don't mean to sound like an asshole but you don't say "Were gonna make time-consuming content so people don't burn through it so fast" and then go "It's too time-consuming. Gonna hold back"
What about the people who did it all? You know for some classes the weapons are sub-par and we were looking forward to the increase in power, now I have to wait til May?

Release the content and then make the changes in 2.28

If you stop and think for a minute you may be able to realize that the Novus quest is not finished yet, due to feedback needing to be implemented.
And 2.28 will be when Novus is introduced. Changes to current are likely coming before 2.28 as the post didn't say the changes are only coming then.
