    SE Stance:Using third-party programs, parsers, or other tools to conduct actions players would not normally be able to do in the game.
    Through manual testing there is no use of parsers(defined as a program for parsing), or third-party programs. And it can normally be done in game through training dummies.
    Parsing is not against the rules if not done by a program (parsers).
    Under manual parsing you'd be crazy to parse others, and can still parse yourself and better yourself.
    That is what I think SE wants people to do, have access to their own damage but not to go around checking others (which may be why they dont add iLvl to examine).

    I can do math and watch HP bars, buffs, and Enmity meters in game. I can already observe when mechanics outpace healing, or DPS. I can time and count in my head the gaps between abilities.

    Your brain is a "parser" that should doing all those things (if you're actually playing).

    A parser doesn't conduct actions for you; it just presents you with more easily interpreted data.

    Parse, observe, analyze, process, interpret - semantics. Your brain performs all the same functions when you play a game - a parser just interprets/observes/analyzes/processes data and re-presents it to you in a fashion that is more useful or more understandable.

    If you've got a program automatically executing commands it's not a parser anymore it's a bot. It's replacing the brain and body behind the keyboard/controller.

    A parser as defined by most games they've been used in present reinterpreted data to the user - nothing more.

    Your confusing PARSING and PARSER
    Parsing is what you mentioned in bold.
    A Parser is only defined as a computer program that parses.
    Make sure your looking under parser and not parsing, as they are very different.
    SE is against Parsers(the programs) and not Parsing(what the program does).
    Id like to add that I think its quite obvious they are only against programs.

    And my argument is that a PARSER doesn't do anything but PARSING. Which is what your brain has to be doing to even play.

    All a parser does is put the data we already interpret with our eyes and our brain into a simple numerical representation.

    It just removes the "ball park" estimation our brains use to compensate.

    Parsers also allow you to see what damage other people have done, which is not what they want (so there is less conflict within parties).
    That is why they don't allow parsers.
