Plan to remove benefit for failing leves?

No japanese player i play with fails to fail the leves.

So all japanese players always finish leves? This makes no sense.

I really only see a handful of cases where someone absolutely wont do it

There are a lot more than a handful.

Well lets go with how many people I know on my server that has never and would never fail a leve to achieve maximum reset-ly sp.
I know one
