Again, this point is not relevant either. The rank 30 raid gear is godly compared to the other rank 30 gear.

Balance the game at all ranks, not just for endgame.

If you just balance the game for endgame only, you make all your previous content useless once you let people level past 50 in the future.
Just because it isn't relevant TO YOU doesn't make it irrelevant. How many BCNMs existed that people ignored because the rewards were sub par? These BCNMs were just as 'challenging' as the one that dropped the Kraken Club but I assure you that not all of them were as popular.
