A cap is most definitely needed. Otherwise you're going to have high level players steamrolling groups through dungeons, which is a bother in several different ways.

Cap them so:
I can experience the encounter like the developer intended
and
Have two instances to run instead of one
I hope they scale down the rank of whatever higher level class I want to bring there. Im not sure that I want to hold alot of lower level equipment though, so I may wish for them to scale down my items while there as well. Maybe even scale my gear down to below the rewards given from the instance to give incentive to get the new gear, even if just for that dungeon
