Plan to remove benefit for failing leves?

Please explain how Gridania/LL/Ul'dah care one way or the other in real terms about you finishing your leve. Just because the game says it cares doesn't mean it actually does. There is no competition between cities right now, so this is just a B.S. answer as to why one should not fail leves.
