People have the weirdest ideas about how 3D modelling works.

No, it is lazyness. The process would be pretty simple. And we should complain quite loudly that they implemented a race with a unique feature (tails and fox-cat ears) and then failed miserably to give their armor models a tiny modification in the rear. They did it with the helmets and cowls, so why not on the backs?
    Editing ANYTHING takes time.

Whenever you're adjusting any 3D model it takes time. If I have to go back and modify a 3D model I've made, it takes time. Time I could be spending doing something else.
You can call it laziness, you can say "It's a simple process" but nothing is too complex or simple when time is involved.

It's not actually that easy. But the models previously had this detail to it'd leave me to the other potential reason, which is a more likely scenario is due to model data. Why have a separate version of the model for Miqote's when you can just have a single model (however the reasoning for this is silly).

No, it's time saving. A reason why ARR was able to succeed where it's predecessor failed.

Don't get me wrong on thinking "He doesn't want this, what a stupid white knight", I loved the old details and considerations the game previously had for things like this. But they were time consuming, and extra time isn't a luxury ARR hasn't had much of. From a developers PoV, I can see exactly why they wouldn't bother spending the extra time to adjust it.

Whether you can take it with a slice of maturity or not is a completely different story.

Careful up on the pedestal, looks rickety.

As I do this on a daily basis and understand the process, I can see a number of reasons why they might not bother.

ARR is now built on balancing quality/production time. The minor frill and details we had before are no longer as important as producing the content ASAP.
You could argue "Oh my god, it's such a small thing, why not just do it and get it over and done with." You could say that for a lot of things in games development, but unfortunatley we cut corners and have to sit down and simply decide "Nope, can't be done, this other thing is more important, that'll do for now"

Using the ear protrusion as an example won't work here.

The ears are a higher priority. Having no cat-ears on a cowl would look VERY strange, THAT is a high-priority.
As for tails you should already know this issue is completely different, as they can simply hang over the topology, it doesn't have to have a hole, it's un-nessecary. Therefore it's seen as a low priority as it's not actually causing any real issues saving time in the long-run.

    TL;DR - It could be for a few reasons;

1# They simply didn't have the time to dedicate to the modification.
2# Lowering model data by having only one model for the sake of minor clipping was seen as a "low priority".
3# Tail covers aren't necessary at all actually, ear protrusions are, a Miqo'te would look strange without the ears protruding from underneath the armour.
4# [VERY unlikely for such a minor change] The Adjustment may have required going back and adjusting the original high-poly model, which would require a very large amount of time depending on the piece in question to go through the process again.
