    its called "the quest wont be available to enter these until you are X level"

    same way they do the leve requirements


    but there is nothing in place to do the opposite

    Yes. One involves checking that you have a class at the minimum level or higher. The other involves temporarily delevelling you when you enter, keeping the delevel in place across all classes, and restoring your level once you exit.
