I may be ignorant in thinking SE will really investigate the account and actually consider unbanning him when they find nothing terrible has been done. The longer this goes for, the more SE looks bad :/

I get what you're asking, and it's your right to do so - but please, don't act like your friend was some martyr to good here. He doesn't exactly walk away smelling like roses either. He broke the rules. He knew he wasn't allowed to do what he did, he did it anyway. Given that he'd already broken the rules, did he handle the rest appropriately? Yes, he did - no one's debating that, but it doesn't change the fact that he broke the rules in the first place. If it takes them a year to deny him, the fact that they considered it at all was a kindness on their part.
