I think part of your problem is that you have taken all 4 DPS slots in a party queue. I never queue for CT as my tank without taking at least one other DPS in the queue with me to alleviate their issues and my friend has done the same with his healer. You're just shooting yourself in the foot there since you're effectively eliminating the possibility of any tank in queue with an attached DPS and further increasing your own queue time.

That picture is not necessarily implying he preformed a group of 4 DPS. He could have, but it is exceptionally common for the DPS window to light up first before the rest of them. Though I've never had a queue that long, I have had the 2/4 DPS window lit up for over an hour before when I queued by myself.
