P.S. I installed a Chinese Blade and Soul client about a week ago. My connection to China is far from perfect, but guess what, even after soloing some instance boss (which took me roughly 15 minutes of careful dodging, ability chaining and positioning) I haven't been hit by any telegraphed attacks I wasn't in range of. Magic, I tell you.

P.S you're using a VPN or way to get around the IP block China has on the majority of their newer MMORPGs - tunneling services, as we know, forces a connection and takes the most direct route.
