I've noticed a lot of people that join Duty Roulette Main Scenario are still adamant about new players skipping their cutscenes despite the whole feature introduced as a tool to aid new players in completing content.

So here's a possible solution:

If running a dungeon or main scenario instance for the first time, add a dialogue box during instance loading or even a checkbox on the duty commence confirmation asking whether or not the player wants to view cutscenes, outlining that cutscenes can be viewed again at later time in the inn. If the player chooses yes, this should disable the ability to skip cutscenes for everyone in the instance and hold the players until everyone has completed the cutscene.

This should accomplish two things:
It should keep everyone at the same pace in the dungeon and avoiding the risk of locking a new player out of a boss area for enjoying the game's story at the pacing and situation intended by the scenario designers.

In addition it should in theory reduce the amount of the type of player who queue the Duty Roulette solely for their own benefits from the daily bonus, whom have no patience or respect for other players who prefer to enjoy the full experience the game offers.

It's important that this "view cutscenes" flag be presented only to first-time runs of dungeons and content as there are unfortunately those among the community whom would use such a feature to repeatedly cause inconvenience to others.

I'm sure there are many in the forum community that may disagree with this idea as a possible solution, so please share your thoughts on how to best address the "skip cutscenes" attitude among the player community. Since, at least in my eyes, it's becoming apparent that trusting everyone to "play nice" is not an effective solution.
