No. They can't. 20 millions (or 40) are a while lot/unaffordable when you don't have over 40-50 members. And there's a large number of guilds that are smaller. Which is why in other MMORPGs entry level guild housing is much more affordable, not to unfairly penalize the playstyle of those that prefer smaller, closer knit guilds.

You should have read the post too, would have saved you the trip. Yes, there are a whole two houses, meaning that the overwhelming majority of the server is homeless. I checked myself before posting.
