It simply makes no sense. One character, while not extremely likely, has the possibility to run Coil, gaining 2 pieces of gear per turn. That's assuming 2 gear drops per turn for turns 1 through 5 (not including turn 3). Item level 90 gear (ilvl90), eight possible loot drops. These loot drops have no restriction as to who they can go to. So, given lucky RNG rolls on class(es) of gear, one character has the potential of walking away with eight pieces of loot from the best raid in the game.
A raid you complete with seven other people. Not 23. Just seven. The logistics alone make that more appealing.
So... Better loot. More possible loot. Easier to manage group sizes.
