This was a bug fix. It's just not in the English patch notes yet.

Ground-targeted attacks (i.e. Flame Arrow and Shadow Flare) always did critical damage.
Garuda now affected by spellspeed and fey glow on cast times and recast on windblade and Aerial slash actions. Ifrit/titan Recasts now affected by Fey Light including stun's.

Also bane is HUGE now.
I'm more upset at the change in spell caster gear. I lost a massive amount of hit thanks to the stat changes... You go and spend your points you can only earn on a week per week bases, plan out how to optimize your gear and they pull this stunt out of now where.
All smn -egi animations have changed too.
This will be interesting to see how it affects BiS lists. Accuracy is still going to be needed for Garuda, but spell speed stacking might also be valid now.
My hypothesis is that accuracy, crit and spell speed are gonna be the main stats for Summoner, should the spell speed affect Garuda.
Oh well, sflare change is sad.
So while losing thunder was lame, I think people are underestimating blizzard 2. It shores up the one weakness that we had, which was that tri-disaster sucked butt (on both aoe damage and mana consumption).
With blizz 2 while its "only" 20 potency more, this is a ~70% improvement over tri-disaster, not to mention MUCH easier on the mana (I think, maybe I'm wrong on this? i've been wrong on mana before).
If we assume sflare is doing what it is supposed to, with bane, we're doing 95(tri dot) + 25(sflare) + 14(miasma II, w/ cast bonus) + 50(blizz 2) per 3 sec, roughly 184 on "all" targets. This is obviously rough numbers as it doesn't count GCDs used to cast dots, nor the possibility of needing to recast bane.
We were doing roughly 164 before. This is at least a ~12% dps increase on 4 targets, much more than that on >4 targets. That is SIGNIFICANT.
For large aoe encounters, our dps has significantly improved. I'm looking at you, turn 4.

Originally I was a bit upset about our nerf but reading all these posts made me realize I'm still a boss ass bitch. I DO feel like the Bane 3 mob restriction should be abolished but meh, not a big deal. I can't wait to go home tonight to try it out.
I'm still fairly new so I kinda wanted to ask yall experts what the BiS is for each slot. I've got +1 Relic and myth Head/Body/Feet. Any word on if Spell Speed really works for Garuda now?
Even if spell speed works for Garuda like it does for SMN, still won't make it worth slotting over crit or det.
