Absolutely not. First timers can be kick-worthy too, they're just as likely as anyone else to be abusive.They could still get kicked the second the CS is over.
There will always be abuses. The only way to truly remove such abuse would be to make it impossible to kick someone doing the dungeon for their first time. Make so that if it's in your Journal for a story quest, you can not be kicked. Period.


Hello...all the afk player would have to do is not progress their cutscenes and now you can't kick them out because their in a "cutscenes". Be careful what you ask for. The dev team is correct.

That's what a vote kick system is designed to do. It stops someone from playing the game in the way they like because the rest of the group finds their behavior detrimental/disagreeable. Maybe your SMN refuses to do anything but heal and insists your WHM dps. Maybe your DPS wants to pull the entire room when they know you can't handle it, or maybe that one guy wants to hold everyone up for 5 minutes at the beginning of every fight to watch cutscenes.
Here's the thing about that.
When a person submits a GM report, and that report is not worded very specifically, the GMs close the ticket and send out a generic response. One of the specifics the GMs require is server, and when a person is in a Duty they are, in essence, not on any server. This means if someone wants to report someone else for abuse, they'll have to look them up on the Lodestone to find out what server they play on. Further problems possibly arise when the person being reported shares a name with one or more players on other servers. What if the wrong person is reported? How much effort are you really going to put into investigating these claims?
When I look at my blacklist and see dozens upon dozens of RMT spambots that I blacklisted and reported months ago that still haven't been deleted, I find it hard to believe you're going to take these abuses as seriously as you say you will.

Maybe they should just pause the timer if a party member is viewing a cutscene, that way there's less tension to finish the dungeon. Even then, I don't think kicking someone for watching a cutscene is that good of an idea. First time players should NOT be vulnerable to the vote kick system. The people who want this feature for that are people who, like several people have mentioned, just want to mash through the dungeon.

This was a problem in The Old Republic too, but they made sure you couldn't kick someone in a party because you were all watching the cutscene and had to wait for someone to reach the decision making bit. Operations aside since there is none of that inside the raid, but then again there is no time limit in the raid so nobody is pressured into finishing them quickly. The time limit in the dungeons is part of the reason why people try to mash through dungeons as fast as they can with little to no patience for new players, even though they and everyone else forget that they were new once too. They just feel entitled.
Going off track aside, the vote kick should have some conditions to it. Limitations so that it is not abused too much to become an issue for everyone other than the high noble sovereign players of mmos.

It because of people like you that do not care for the story that this game is ruinedIs it going to be possible for people to initiate a vote kick for people who are watching the cut scenes? If this is going to be possible then let me know so I can just quit right now.
I will not support a game that will throw someone under the bus like this because of impatience from other people.

Why, it will be used as a tool for griefing. What about if you're running a slow computer or you're not the fastest to escape from a cutscene? Some idiot comes around and kicks you as you're trying to skip...
OP think before you write. This is an absolutely horrible idea and the MVP system is better, voting good players up is better than griefing because you're being a douche.
er... anyone here gave this a deep thought?
keep a guy watching a 30s cutscene... or wait 10s to realize hes watching said scene to kick him and wait another 20 seconds for another guy to join party? I see there is a lot of time saved here. O yea and best of luck kicking a tank. I am sure you guys saved yourselves a LOT of time finding a tank who is willing to not watch the cs.

Didn't happen to me, but I was very specific in my report...so they didn't gvive me a generic response..they pretty much handled my situation very well.
