Request for information: ISPs and P2P throttling

Weekdays 2pm-12am PST, sometimes lasting an hour or two longer, and as early as 6am on weekends.

Edited to add that I was originally being routed through Tata Communications, but recent traceroutes show that I'm now going through Level 3. Majority of my packet loss issues are happening at Montreal IP hops.

Everyday from morning to night, especially during the afternoon.
I sent them my traceroute and how my ping nearly triples on the 7th/8th node, his response was "it's out of our jurisdiction, there is nothing we can do.

Lag will be anywhere from 1 second every 2 seconds, to having 24 second lag intervals with 2 second recoveries. Generally the lag is about 2-4 second intervals with 2 second relieves.
