The repair system itself is just an inconvenience, which in and of itself isn't the end of the world. The annoying thing is the repair NPC. The fact that it only repairs to 75% is one thing, and maybe that's fine because it necessitates use of PCs to get real repairs. But the fact that he does not repair accessories and that his prices are flat out unconscionable, makes the repair NPC no real choice at all.

As an aside, the easiest way to get repairs is to list an item in your personal bazaar and afk near the repair NPC btw.

If anything needs to be seriously addressed it's how useless the NPC alternative is. I use the term "alternative" loosely because the reality is, it's such a bad alternative, you may as well delete the repair NPC because it's an absurdity at this point.

Improving the system vis-a-vis the repair NPC I think would mean adding the ability to repair all your gear (accessories included) and maybe dropping the price to reflect the fact that he's doing a bad job of repairing it (ie. only to 75%). That way it can be used properly as a "stop-gap" solution when you don't have the time to wait around looking for a PC to do the job properly.

While you're at it add repair NPCs at the camps that can do the same thing and call them "field repairs".
