ARR uses even less bandwidth then a VoIP connection. Running the two together is not going to strain anyone's internet connection, unless they are on dialup or a crappy cell link. Please stop giving out advice to subjects that you are not fully aware of.

If running a flash ad in a browser window while playing ARR is causing you to have video lag (you will net get network based issues from having a flash ad up), then you are going to have a lot of issues playing any game.

If SE doesn't improve the issue soon, they are just going to lose subs. People are not going to jump through hoops to play a game they pay for. They are just going to take their money to another game that doesn't have these issues (most every other AAA MMO).
