Freezing for 5 seconds at a time isn't part of the general responsiveness lag the game has. Its something different that doesn't happen to everyone, so you should look into that more. As for the responsiveness issue, it exists. Everyone knows it exists. Many many many many many people adjust and work around it as evidenced by the millions of Titan HM kills. When you get hit by a plume or a landslide, just accept your screw up and try again. Going "OMG I WAS SO OUT" doesn't help. Maybe 2.1's more responsiveness in specific areas thing will help, but until then, you gotta dodge quicker.
The game is not freezing up on him, he just described it improperly. He's getting packet loss so the local simulation stops running (no more movement, spell effects, attacks, etc.) for several seconds, and then all of a sudden it speeds up very fast to catch back up with where it should be.
It's not video lag, it's not fps lag, it's nothing to do with his local CPU. It's purely network based, and how their network protocol was implemented.

A2: If we apply faster response times in all areas, the load on the servers will be too much. Therefore, while it will only be for certain areas (for example high-level content and the Wolves' Den), you will be able to notice the faster response times. Please stay tuned!
