If it was a low drop chance and no lock out we would be farming T1-T4 day and night none stop like the old good CM days until everyone is full ilvl90 within a week.
Have to agree here because I forgot about this point, so no lock out but random drop rate is farm all day everyday and gear up in all allagan in what would take maybe a week or 2.
