FFXI's gear progression was both great and absolutely terrible in the way that the presence of gear swapping and the multitude of side-grades created a borderline incorrigible amount of situational gear.

Of course, that was a result of the vast majority of end-gamers being willing to cheat using a well known third-party 'windowing' tool that made scriptable macros do it all with one button press.

The game as designed by SE didn't make multi-gear-swap-per-skill-or-WS at all feasible, but the cheats didn't care.
