While I would probably dispute it too, I"m fairly certain if you are in the EU portal, you'll be given an EU phone number, if you're in Japan, you'll get a japan phone number. And as other people have pointed out, you are warned before choosing the phone support option that it is not a toll free number. While I can't disagree that that's silly, it's still his fault for calling it despite the warning. The chat support option connects you to the exact same people and is totally free.

The only way you could rack up a charge like that is by calling the wrong phone number from the other side of the world.
