    You would only have cooperation by the guildless in the city. The moment they step out of the city walls they'd be murdered and mugged by the players in the area. It doesn't matter if they market it as pvp or not. Imagine WoW. It's marketed as a mostly pve game. The pvp servers, imagine if your own faction can attack you, and imagine you can be attack in ogrimmar. Thing is people view games as simply games. They don't envision themselves (not most only a very very very tiny niche) as characters in said world. In mortal online you're heavily penalized for being a bandit. You even permanently lose stats for being killed. This doesn't stop people. The reason they label servers with pvp as "pvp servers" or with games as "pvp games" is to warn players that there's pvp. You allow the killing of another player in an open world concept and the game has become a pvp game whether you want it or not. Trust me anime like that don't work. The "player killer" is not the black sheep. He's the norm. You can't have a sandbox rpg with open world pvp and roleplay on a mass scale.

    The Goons will be all over it to trample on anyone that promotes peace. Here's another deal so many players will lie and kill that even those who went in with the mindset "I won't attack unless I'm attacked." will become paranoid and openly attack those as well. Increasing the cycle. It's how it all boils down.
