What are they fixing? Just because lots of people get lag in a game doesn't mean it is the game makers fault. I mean think about it. If it was something wrong with the game then wouldn't it effect everyone?
The typical counter-argument to this is: "You're naive if you think an issue has to affect everyone in order for it to be a problem with the game." - Yes people legitimately counter what you say with that.
Games with problems with netcode does usually effect all or none though. As lag can be caused by so many factors i find it cringe worthy that so many people jump straight at SE shouting "FIX IT"

The 0.3s positioning updating on the server for one. It was 0.5s in the beta, got lowered because of the issues with people not able to get out of skills. They just reduced the problem, but not enough. Heck, they can make the client handle a tiny bit more.
And it is effecting everyone. Run and cast a spell, does it cancel fast? People can actually cast 1 sec skills on the run without being interrupted. And that is with a ping in the 100ms.
EDIT: BTW, I don't have the problem on Titan and things like that. But it still effect me when trying to cancel casts, and other such things.

Just to add, i started casting a spell and cancelled it. almost instantly. I am in the UK i would guess my ping is probably around the 80-110 mark

The developers had to balance their time, as a set-release window of at least two years and a new Americanised Development Schedule was implemented to make sure that with the 2.0 revisions, shit actually got done instead of leaving them to fuss over details like a main characters eye colour for 6 hours (this actually happened).
There are two obvious reasons for this;
Development Efficiency.
and
Average Market.
Development Efficieny, is obvious as you spend more time on finite details, the better the outcome, but the more time you've wasted getting that tree looking just right.
To pierce the Average Market things such as reducing the amount of objects on-screen, compressing textures, zoning off areas were all part of the initial design decisions for FFXIV:ARR, in that the game NEEDED to run for the average PC market (as well as the PS3), to do this compromises were made across all things.
Everything you have seen can be changed (to an extent) in the future (DX11 update will be pushing a lot of new features and better textures in).
Theoretically if PS3 support drops in the future, any further developments on the game could be substantially bigger, in that we could see bigger, grander and more detailed areas than we already have in-game, (possibly some new battle system (Fate-esque).
