    Am I doing it wrong?

NOTE: this is the only time I use RoH non-combo'd lol.
You're absolutely right to want to provoke the enemy off your healer right away, but if you don't have a combo'd Rage of Halone ready to use immediately, and you'd need to do the full combo first, a shield lob would be better than a non-combo'd rage, simply because you won't need to run to the enemy. It will still be a good idea to hit it with a combo'd rage before switching to another target again.

But yes you are correct a non-combo'd rage of halone will still generate more enmity than just shield lob.

Shield Lob generates enmity equal to damage times 6
Rage of Halone generates enmity equal to damage times 10

So just testing on a lightning sprite in Mor Dhona, my non-combo'd rage of halone generated 800 enmity, a shield lob generates around 540, and a combo'd rage of halone generates around 3000. These numbers will obviously be higher/lower depending on your gear/buffs.

I was under the impression that Shield Lob had an enmity modifier of 3 and Rage of Halone 5?

Or is that with Shield Oath active? Because I heard not too long ago that Shield Oath gives just enough bonus enmity to offset the damage loss of using it. At least it has felt that way when I've been DPSing with Sword Oath active against tanking Paladins with more or less equal gear while interrupting Eruptions on Ifrit. I always have to hold back with the usual 123 business.

Playing Warrior makes me play my PLD bad.

Warrior seems so much easier to hold trash agro in speed runs .

When I play paladin I just feel im working my ass off to keep agro.

Boss fights are a lot easier on PLD but not actually much easier .

PLD has 1 thing going and that is immunity to damage for 10 seconds . Very powerful move . WAR doesn't get anything near as good .

That's with shield oath. Shield Oath doubles the multiplier, so the 5 multiplier on rage turns into 10. You can see the enmity tables in the link I put in the last post.
