I don't believe the intention is to stop people getting geared. I think the lockout is more to ensure that anyone you see walking around in gear from coil has truly earned it. Otherwise you would just have people selling Coil runs.

People can sell runs regardless. It is not an unusual thing for a raiding guild to sell runs of content they have on farm. The lockout is quite specifically designed to gate progression. Loot lockouts only would result in groups leveling a second set of alts so that they can take each raid member's main through a run one at a time and funnel all dropped gear to that individual.
