I'd guess that it's because moving them is a far lower-impact change to make than trying to tweak the AI/aggro mechanics, and safer to implement without as much risk of introducing other issues.
It's not a flaw in the script. It's how that type of mob was designed to aggro, sight aggro. If it has eyes or what look like eyes it's sight aggro. It sees in a cone in front. Otherwise it's sound aggro. SE said this long ago. They just moved them so you can't run behind.
