The Block Parry percentages don't vary, they are always the same given your base stats, and your shield stats. So that assertion gives me doubt about your statement.
Personally, my PLD was 15 Vit / 15 Str. With Full DL, and a Darksteel Scutum my blocks were 30%. Note always 30%, that number doesn't change at all. Parrys were lower, if memory doesn´t fail me they were around 26%.
On Titan I swaped to 30 VIT, that gave me more HP (improving my healers stoneskin and regens) and I only lost 1% on my blocks, 29%.
Now with relic shield +1 my blocks go for 27%, but they occur more often than with my old Darksteel Scutum.

This is a list of the parry/block break points. The only thing str is good for is if you are close enough to reach one of these said break points. As anything over them nets you zero gain. It is actually an EHP loss to put points into str over them. This is why the vast majority of pld's are going full vit until BiS gear. There is no way to predict where the points need to be in str with the randomness of drops. Instead we go full VIT so we are not wasting them. In full BiS gear you need 7 points in str (think it was 7 anyway) to reach the next tier.
You would need around 404 str to sustain a 30% block without cd's. So while you may think that putting any points into str is helping you it really isn't. This was theorycrafted to death since beta 3.
