60 FPS Everywhere

I have a single 760 and I get 60+ FPS everywhere except in town when I'm in the market areas (100+ people crafting kills me) where it will drop as low as 15. Every once in a while it will randomly dip below 30 while in open world or instanced, but rarely stays that way more than a few seconds.

yeah outside i don't have a problem, i can get over 100fps but, in towns it can dip to 30-40 fps D;
