Anyone actually run this game at 60fps everywhere at 1080
i got a 2700k @ 4.8ghz and a 780 sc and in towns it dips to 30-40fps
would a 4770k be beneficial?

I get 60 fps on 2 x 760 on 3770K with 16 GB memory and SSD. lowest I have had is 57 fps once in a while.
how much ram do you have?
I doubt a 4770k would have much improvement. Also 6 core CPU will not change much. I have i7 3930k @ 4.7 Ghz with GTX Titan. The FPS drops below 60 in very crowded areas in the town zoomed out then facing certain directions.
I have extensive computer hardware knowledge, My advice, that 4770k might show some improvment but not 30fps improvment. Honestly i think it's the game engine it self. I have a i5 2500k and two 670's in sli. I get the same exact frames as you, 60+ outside of towns, in populated towns i get roughly 40fps. They probably are still working on some optimization(i hope)
One thing i've noticed is the game will draw(load) characters that are beyond walls etc, Its one reason why camera angle can effect your fps dramatically in towns. For example, In revenats toll, if you're in the building you will still notice the game is drawing all the characters etc even when behind closed doors.
So to answer your question no, a 4770k would not be that beneficial. Save your money.
Ram and CPU have very little to do with your FPS dropping I would say.
Its would be more connection speed and GPU.
I disagree with connection speed affecting FPS. It's mostly CPU and GPU.
I have 2500k overclocked to 4.5 and dual 670 FTW. I get 60 fps except when I'm in town / facing a certain direction / fate.

8GB RAM is enough, I don't think I ever saw the client use more than 2GB. About the only game I know that actually uses >2GB is TERA. I don't think the 2700 CPU would limit your GPU either. It's just the weird engine. Try lowering the SSAO level, middle setting doesn't look that different to high, but gives me about 15fps on my old GPU
Connection speed has nothing to do with graphic lag.
(And only little with connection lag, unless you're on dial up)
And their GPU is a 780GTX, it should be potent enough for anything.
