My direct answer to the OP is: No, a 4770k will not keep your system from falling to 30-40 fps with large amounts of people around on screen.

Only a system specifically designed to "overpower" the shortcomings of the game's engine would have any hope of maintaining a solid 60fps 100% of the time.

I have an i7 3770k @ 4.5ghz paired with a GTX 670 4GB and 24gb of 1600 RAM. The best I can get is 60 outside of town, and 40-50fps in extremely crowded areas, inside popular fates it's even worse at about 30-35fps.
Swapping out the GTX 670 for 2 GTX 570s in SLI I can get a constant 50-55fps in extremely crowded areas and 35-45fps inside popular fates.

4770k, 32gb ram and a Titan. 60fps everywhere @ 1920x1200. The titan wouldn't give you any more performance at all over a 780. Basically the same card with more vram, which would only be useful if you're rocking 3 30" screens.

hmmm, still don't see how a 4770k over my 2700k would give me 60fps everywhere

You're including high intensity FATEs and city traffic in that right?

Aye doesnt so much as stutter even through behemoth or odin. Doesn't typically matter since however they designed it is poor enough that all those people don't pop up on screen anyway, so a typical big fate or odin/behemoth are showing the same amount of junk on screen anyway.

Never said upgrading to a 4770k would give you 60fps. The clock for clock increase from a 2770k is likely only around 20% give or take.

It may also help I run 2 120gb SSD's in raid0. Didn't think to mention it.

I am using 7970s in crossfire and a 2600K at 4.7Ghz and play at 6048x1200. Outside of town I rock 60+fps and same dips to 30-40 in towns and crowded fates. By comparison, by playing at a higher res I should have much higher dips than the others who play on one screen but I don't. Obviously it's a game engine thing.
