Not sure if I misunderstood... but non legacy can transfer into legacy.
Legacy can only move to other legacy at the moment.

Right but when you have 10-12 friends you asked to play this game, joining some other server (Adamantoise for my example which is NA Non-Legacy) because character creation was locked down for a good deal of time on pretty much every other server, especially Excalibur, it seems silly to ask 10-12 to transfer to 1 rather than the 1 go to the 10-12. The 10-12 people may have created their FC, LS and got to know their community as a whole and then telling 10-12 people they have to transfer to me because I'm on Excalibur NA Legacy rather than having just me transfer over there is not a real solution.
I work as a data conversion programmer; I convert, transform and bulk transfer data daily. It boggles my mind that it is this difficult for them to pull a character record and anything the foreign key constraint for the character guid might touch from one db to another, legacy or not, or whatever way they're linking data together.
She's saying this in regards to the warning SE put out about moving large groups to the full servers, since I believe Hyperion is listed as such. So since she can't move from her overpopulated server, she'll just bring 8 friends in.
I really do hope SE reconsiders allowing Legacy transfers to non-legacy. The fact that it's not allowed is upsetting a lot of players who just so happened to have the misfortune of Legacy servers being the only server they could even make a character on, myself included.

Do you mind if I ask--do you think being on a server full of legacy characters made the game any worse? I seriously think the community (and SE) are overreacting about this whole "they'll ruin the economy" thing; if anything, between Faerie and Excalibur where I have characters, I would have to say Excalibur has the better economy (not that its "good," but...).She's saying this in regards to the warning SE put out about moving large groups to the full servers, since I believe Hyperion is listed as such. We've enjoyed our time here on Balmung, and being among legacy players isn't a big deal, so no it hasn't made the game any worse for us, otherwise we wouldn't be playing as much as we have!Do you mind if I ask--do you think being on a server full of legacy characters made the game any worse? However, Balmung is not where our friends, or our guild are, and a lot of our relationships here are pretty tentative because we know we won't be staying here for the long haul. We're just chilling out in a pretty laid back FC for the sake of enjoying perks while playing and fun company to break up gameplay with idle chatter and the like.
In terms of economy, there are some differences in what I've seen on Non-legacy marketplaces, but nothing so substantial as to think an influx of players with a cap of, say 1 million gil would destroy the economy (You make like 500k off story/sidequests alone, seriously). With few exceptions, markets are incredibly similar.
