There aren't that many fish that are valuable, but the ones that are you can use the right bait and catch them 100% of the time...

Black Eels.

Tried a lot of baits during night-time and not a single one will net you this fish reliably. All of them will pick up the whole slew of fish below Black Eel in the list. Bass Balls and Floating Minnow seemed to have the best catch rate, but you won't even be close to 50%, let alone 100%.
