No, there's none missing, and no clarification is needed for a misunderstanding that the reader creates for themselves. You're interpreting it to mean something that is obviously nonsense. As others have noted, why would it be against the TOS to sell in-game stuff FOR in-game currency, using in-game means? Again, as others have noted, the misunderstanding you are creating for yourself is akin to saying, "It's against the TOS to use the marketboard to put crafted items on it, and sell for gil." SE didn't think people would make this sort of connection, because it really is nonsense.
