    Coil is a raid; this is how raids work. It's supposed to be challenging to complete and something you can't farm continuously. Allowing someone to reset their lockout but simply be unable to roll on loot would mean FCs would simply funnel gear into individual players, and that's not how the progression was designed to function.

    I'm not sure what MMOs you've been playing, but the best gear is generally always only available to people who have static groups. You're not supposed to just be able to PUG whatever the hell you want.
