That's never a good sign for an MMORPG, especially a relaunched one which already had a lot of end-game content they simply re-purposed instead of expanding on.

For example, we had Ifrit, Garuda and the moogles for primals in 1.0, why is Moogles coming in an update instead of say, Leviathan? They had to remake certain stuff due to the battle system change, that is true, but when you look at the patch updates, the "keep us busy" content is pretty much just new versions of dungeons, rereleasing old content (Moogles) and releasing content pushed back from launch (Crystal Tower.)
