It isnt. we assure you.I used to work at Sony Online Entertainment in billing support and this issue came up a lot. For some online transactions, a $0 authorization charge is sent to the financial institution to verify that it is a valid account. Based on my experience there, many banks/financial institution automatically decline $0 authorization charges (by default) until you specify that you are okay with this. At the time, I had many customers calling back saying everything was working fine after contacting their financial institution and sorting it out. You have to specifically mention $0 authorization charges or else their customer service won't know what you're talking about.
Now this may not be the same issue everyone is having, but it doesn't hurt to call and find out.
