No. This gear has stats geared towards damage. Not parry, etc. LNC/DRG is SUPPOSED to be able to wear scale, but apparently no one told the loot system that.
If it had Crit Rating an Determination, then DRG/LNC gets priority. If it doesn't, then Tank gets Priority.
