Why don't Legacy players also get the pre-order bonuses?

With the amount of bonuses you ALREADY GET (reduced subs for life, 2.0 CE items (if you had 1.0 CE list goes on) you're being pretty greedy. Also, had you preordered, you would have gotten it.

How does one go about preordering ARR when they already had a Legacy account to begin with?
